At Turning Point Leeds (TPL), we work in partnership with schools, parents/carers, and Leeds City Council to provide high-quality, well-managed alternative provision. This Service Level Agreement (SLA) sets out the principles, responsibilities, and expectations that underpin every pupil placement with us.

*A full SLA is issued to host schools at the start of each pupil’s placement.

Purpose & Principles

  • Deliver structured, engaging learning programmes tailored to pupils’ academic, social, and emotional needs.

  • Prioritise safeguarding, welfare, and restorative practice.

  • Promote equality and inclusion in line with the Equality Act 2010.

  • Support reintegration into mainstream education or progression to a suitable long-term pathway where appropriate.

  • Work transparently and collaboratively with schools, parents/carers, and external agencies.

Monitoring & Evaluation

  • Weekly progress updates shared with schools and pupils.

  • Daily attendance recorded through CLM, accessible to host schools.

  • Regular reviews to track outcomes, celebrate progress, and address concerns.

  • Annual SLA review and quality assurance checks with partner schools and Leeds City Council.

Responsibilities of TPL

  • Provide a structured timetable:

    • Full-time: 9:30am – 2:30pm

    • Part-time: 8:45am – 11:45am or 11:45am – 2:45pm (agreed with host schools and, where required, Leeds City Council).

  • Ensure safeguarding, behaviour management, anti-bullying, and health & safety procedures are fully implemented.

  • Provide qualified staff, a Designated Safeguarding Lead, and a trained First Aider on site.

  • Supply all learning resources, equipment, PPE, and free meals for eligible pupils.

  • Maintain GDPR-compliant systems for pupil data.

  • Contact the host school immediately regarding attendance, behaviour, or safeguarding concerns.

Responsibilities of Host Schools

  • Nominate a key contact for liaison with TPL.

  • Complete referral paperwork, including relevant background, behaviour, and SEND/EHCP information.

  • Inform parents/carers and obtain consent prior to placement.

  • Support attendance procedures and behaviour management.

  • Provide updates on pupil circumstances (e.g. EHCP changes or LAC status).

  • Arrange and fund transport to/from TPL.

  • Attend review meetings and settle invoices promptly.

Safeguarding

  • TPL follows Keeping Children Safe in Education (KCSIE) and Leeds City Council safeguarding guidance.

  • All concerns are shared immediately with the host school’s DSL and escalated where necessary.

​

Complaints & Disputes

  • Concerns should first be raised with the Directors of TPL.

  • If unresolved, matters are escalated to the host school’s Headteacher.

  • If necessary, both parties commit to mediation before legal action.

​

Service Continuity

In the event of disruption beyond our control (e.g. severe weather, building closure, or public health emergency), TPL will notify host schools immediately and work together to agree temporary arrangements.

This SLA framework ensures a consistent, safe, and transparent partnership between Turning Point Leeds and host schools. By working collaboratively, we create positive, supportive learning experiences that meet pupils’ needs and prepare them for long-term success. A full SLA is shared with host schools at the start of each pupil’s placement.
